The Hard Truth: Justice Must Be Served

HRLHA’s  Statement on the  USA, EU and UN concerns on the Oromo Nation Uprise

January 22, 2016

The  tireless voices for the voiceless spoken by human rights organizations such as Amnesty International (AI), Human Rights Watch (HRW), the Human Rights League of the Horn of Africa (HRLHA) and others- for decades-about the gross human rights violations in Ethiopia have caught the attention of the world and  finally the hard truth has been revealed.

The US Government, the EU parliament and UN experts condemn the killings, detentions and kidnappings in the Oromo Nation by  Ethiopian Government forces. The Oromo nation demand and that their basic freedoms and fundamental rights be respected in their own country

  • The  USA Government in its statements of December 18, 2015“The United States, Calls for Meaningful Dialogue About Oromo Community Concerns”[1] and  14 January 2016 ” The United States Concerned By Clashes in Oromia, Ethiopia[2]condemned the Ethiopian brutality against peaceful protestors and  urged the government of Ethiopia to permit peaceful protest and commit to a constructive dialogue to address legitimate grievances.
  • The European Union  in its  debate on 21 January 2016 discussed the“Human Rights Situation in Ethiopia”[3]
The  EU Parliament strongly condemns the recent use of violence by  the security forces and the increased number of cases of human rights violations in Ethiopia. It calls for a credible, transparent and independent investigation into the killings of at least 140 protesters and into other alleged human rights violations in connection with the protest movement after the May 2015 federal elections in the country.
  • The UN Experts in their release  of 21 Jan. 2016: “ UN experts urge Ethiopia to halt a violent crackdown on Oromia protesters, ensure accountability for abuses[4]. They called on the Ethiopian authorities to end the ongoing crackdown on peaceful protests by the country’s security forces, who have reportedly killed more than 140 demonstrators and arrested scores only in the past nine weeks.

The Human Rights League of the Horn of Africa appreciates the statements coming out  from different governmental agencies and governments exposing  the ethnic persecutions and crimes against humanity in Oromia Regional State by Ethiopian Government forces in which over  180 Oromo nationals from all walks of life have been brutalized by the special force “Agazi”, over  8,050 Oromo were arbitrarily detained and where large numbers were kidnapped and taken to an unknown destination.

To stop further  human catastrophes in Oromia Regional State, the HRLHA urges the world community to continue putting pressure on the Ethiopian  government:

  • To immediately withdraw its special force “Agazi” from the OromiaRegional State and bring the  perpetrators  to justice
  • To unconditionally release the detainees
  • To compensate, all casualties have been done  by the government-sponsored criminals
  • To abort the state of emergency declared in Oromia Regional State
  • All authorities who were involved in the present political crisis in the Oromia Regional state, including the PMs special advisor AbayTseye and the PM of Ethiopia HailemariamDessalengn, should be stripped of their government responsibilities
  • To allow independent investigators into the country to conduct an investigation into the present and past gross human rights violations in Oromia Regional State

EPRDF’s Master Marksman, Abay Tsehaye, Misfires Again

By Hassen Hussein

b_400_370_16777215_00_images_abay_tsehaye(OPride) — Every revolution has its villain—some well deserved, others not so. The ongoing Oromo protests, which began in November, is gradually morphing into a revolution similar to the Arab Spring and not unlike the color revolutions that swept decades of authoritarian rule in Eastern Europe.

The budding Oromo revolution — which has engulfed Ethiopia’s vast Oromia region, home to close to half the country’s population of 100 million — has a true villain in the name of Abay Tsehaye. He is not Ethiopia’s strongman but rather the man behind the throne.

Officially, Tsehaye is Special Political Advisor to Prime Minister Hailemariam Desalegn, who assumed the premiership after the death of long-time strongman, the late Meles Zenawi. The one time chairman of the Tigrean People’s Liberation Front (TPLF), the kingmakers in the ruling Ethiopian People’s Revolutionary Democratic Front (EPRDF) coalition, is known as a skilled politician and a shifty survivor of many purges and palace intrigues.

Ermias Legesse Wakjira, a recent high-profile defector from the ruling party, describes Tsehaye as a master marksman when it came to the choice and delivery of words. EPRDF officials fear Tsehaye’s fetal rebuke during the party’s gladiatorial critical evaluation sessions known asgimgema. While his sure-footed performance on such forums earned him acclaim in party circles, the aging Tigrean leader has misfired twice in as many years while commenting on the Oromo protests.

The Oromo protests were triggered by a controversial plan, which aims to incorporate vast swathes of small Oromo towns and rural farming villages into the capital Addis Ababa, displacing millions of subsistence farmers.

The unveiling of the plan in April 2014 created an uproar among the party’s own mid-rank loyalists halting its planned implementation. At least 75 were killed, scores wounded and thousands were imprisoned following weeks of protests.  Tsehaye was called upon to clear the muddy waters in a meeting in the southern town of Hawasa and secure buy-in from the Oromo portion of the ruling party, the Oromo People’s Democratic Organization (OPDO). In a leaked audio from the meeting, Tsehaye reportedly threatened that the Master Plan will be implemented whether some liked it or not and that the plan’s opponents will be quashed.

The arrogance of his alleged threats provoked a crescendo of widespread, vehement and righteous outrage among the Oromo. In November 2015, protesters returned to the streets when word leaked that the federal government was quietly pursuing the plan’s implementation. More than 150 protesters have been killed over the past nine weeks in the most unprecedented popular uprising the country has ever witnessed. In the process, Tsehaye has earned the dubious honor of being the chief villain.

But Tsehaye remained silent as the controversy spawned by his words swirled. On Jan. 16, when he finally broke his silence, instead of admitting that his prized asset, his lethal tongue, has irredeemably failed him, Tsehaye once again plunged himself headlong into much hotter waters.

In a curious interview with friendly and independent-sounding Horn Affairs blog, Tsehaye categorically denied ever uttering that famous phrase that inflamed and animated Oromo revolutionaries, at home and abroad: that the master plan will be implemented regardless of the public’s opposition to it and his party will mercilessly silence those who dare oppose it.

Tsehaye lost his otherwise calm demeanor when the interviewer asked him why people chose to mischaracterize or falsify his words. In a typical EPRDF-tactic of attacking the messenger, he lashed out against all manner of enemies. He accused his detractors of “ethnic hostility, hatred of Tigreans.” The long-time federal affairs minister, who ran Ethiopia’s supposedly autonomous federal states, then blamed the debacle around Oromo protests, which are threatening to spread to other parts of the country and thereby testing the ruling party’s tight grip on power as never before, on the OPDO, specifically those whom he called corrupt local administrators and businessmen and middlemen who benefited from shoddy land deals.

Although the government acknowledges that corruption and bad governance are system-wide problems, pointing fingers at the OPDO and its corruption is not new. In fact, that has been the staple sound bite of not only the foul-mouthed federal communications minister, Getachew Reda, but also TPLF-affiliated media outfits such as the local Zami FM radio hosted by Mimi Sebhatu, formerly of Voice of America and one of the most unabashed apologists for the bloodbath unleashed by the security forces in an unsuccessful bid to contain peaceful protests in Oromia, which OPDO, in a recent statement, described as a legitimate expression of popular will.

The condescending and disparaging messages from TPLF leaders and their associates did not go unnoticed by OPDO. In a recent interview with Sebhatu, Abbadula Gamada, Speaker of the House of Representatives and former president of the Oromia state, took issue with the vilification of OPDO as a den for corruption, saying the accusations were an inflammatory disinformation.

In an apparent bid to rally Tigreans to his defense, Tsehaye wondered why Oromo protesters would chant slogans critical of the TPLF when “corrupt OPDO officials and their businessmen friends are responsible for the troubles in Oromia, not only for the eviction of farmers from their farmlands without compensation, the miscarriage of justice and mal-governance but also for the killing of protesters.”  Tsehaye rhetorically asked why this was the case “when the Oromo people know who their jailers and killers are.”

He is correct about one thing: The Oromo people do indeed know who their jailers and killers are. They are the army that Tsehaye helped found in Tigray 17 years before TPLF came to power. It is the same army and security forces that he leads behind the throne like a puppet master who have been jailing and killing the Oromo and other Ethiopians for asking legitimate questions, or exercising their constitutional rights for the last 25 years.

In theory, TPLF governs only far away Tigray and OPDO is Oromia’s ruling party. But protesters are chanting anti-TPLF slogans precisely because the Oromo know full well who created the OPDO and who continues to mastermind it. The Oromo know full well that 26 years later, TPLF still maintains a tight stranglehold on OPDO, which is unable to even elect its own leaders, let alone represent the Oromo. Instead of taking responsibility for the ensuing debacle, Tsehaye resorted to insulting the intelligence of the Oromo people by advising them to direct their outrage against the “corrupt local administrators” that he appointed and maintained on the backs of the Oromo people as Federal Affairs Minister, which runs the regional states as a British colonial viceroy once ran his native appointees.

His open invitation for civil war among the Oromo aside, Tsehay should have known that the Oromo have no ill will against the people of Tigray and hold malice against none. Like their Ethiopian brothers and sisters, they are and have been protesting because they are denied liberty to be governed by those they elect freely rather than cadres handpicked by Tsehaye’s secretive echo chamber. They want to exercise the genuine and full implementation of the country’s constitution, which Tsehaye willfully subverted as federal affairs minister and continue to do so as an advisor to the prime minister.

The mark of a failed leader is the failure to take responsibility and passing the buck. Even if at an old age, one would have wished that Tsehaye had learned to take responsibility. Rather than distorting it, one would have wished he reckoned with the truth. The time of reckoning is upon Tsehaye and his party, a party that promises democracy and claims 100 percent electoral victory in sham elections; a party that promises federalism and centralizes all power in the hands of a narrow clique; a party that recognizes expansive constitutional rights on paper and jails and kills people who peacefully attempt to exercise them; and a party that reports double-digit growth dislodging and dispossessing millions from their ancestral lands without due process of law or compensation and pockets the proceeds from shady land deals.

The overarching message of Oromo protesters to EPRDF is unambiguous: Your time is up. It is the same yearning for freedom that Tsehaye and his peers heeded in their youth but betrayed once assuming power. Tigrayan freedom fighters-turned-autocrats should crank up the volume and listen to it again. For the OPDO, an Oromo saying comes to mind: Waan halangeen deemtuf fardi hin walaalu, meaning a horse that did not heed the whip’s crack does not feel the whipping.

A massive purge is headed their way. For its own survival, OPDO can no longer defer facing up to its creator and asserting its autonomy, first by ridding itself of leaders answerable only to TPLF. Sure, it will face TPLF’s wrath. But should it do so, it will have the backing of 40 million Oromo.

Why Ethiopia is making a historic ‘master plan’ U-turn

By Mathias Muindi

Rights groups say that at least 150 protesters have died and another 5,000 have been arrested by security forces. Similar protests in May 2014 left dozens of protesters dead.

(BBC Monitoring) –A controversial plan by the Ethiopian government to expand the capital, Addis Ababa, is set to be scrapped after a key member of the ruling coalition withdrew its support.

The expansion plan sparked deadly violence in the central-southern state of Oromia, which surrounds Addis Ababa.

Rights groups say that at least 150 protesters have died and another 5,000 have been arrested by security forces. Similar protests in May 2014 left dozens of protesters dead.

Prime Minister Hailemariam Desalegn had vowed on 16 December that his government would be “merciless” towards the protesters, who he described as “anti-peace forces”.

However in a surprising move, the Oromo People’s Democratic Organisation (OPDO) said on 12 January that it had resolved to “fully terminate” the plan after a three-day meeting.

Rejection of official plans by government members is unprecedented in Ethiopia.

It is also historic, as it could be seen as acknowledging the legitimacy of the protests.

The governing coalition – the Ethiopian People’s Revolutionary Democratic Front (EPRDF) – has not yet issued an official statement on the future of its so-called “master plan” for Addis Ababa’s expansion.

Any form of development the world over is going to upset someone, and the Ethiopian authorities have always said they would consult communities before bulldozing ahead. But many Oromos, especially in the rural areas, view the expansion as a ploy by other ethnic groups, especially the Tigray and Amhara, to uproot them from their fertile lands under the guise of development.

The Oromo, who constitute about 40% of Ethiopia’s 100 million inhabitants, frequently complain that the government is dominated by the Tigray and Amhara who hail from north of the capital.

The governing coalition – the Ethiopian People’s Revolutionary Democratic Front (EPRDF) – has not yet issued an official statement on the future of its so-called “master plan” for Addis Ababa’s expansion.

But the extensive coverage of the OPDO statement by the tightly controlled state TV and pro-government websites indicates that the authorities will abandon it.

Ten armed rebellions

It is also surprising that the OPDO publicly expressed its condolences to bereaved families and pledged to assist those who lost property in the protests.

Such promises signal the depth of concern within the OPDO over the long-term impact of the protests.

The country’s political stability is fragile and it faces numerous domestic and international disputes.

Ethiopia has up to 10 domestic armed rebellions, mainly in the regions of Oromia, Tigray and Amhara and Gambella to the west.

There is also long-standing rebel activity in the south-eastern state of Somali, also known as Ogaden.

Besides the border dispute with Eritrea, which sparked a 1999-2000 war, the country shares volatile borders with Somalia and South Sudan.

Pacification of the country’s largest ethnic group removes one headache for the authorities.

Continuing the crackdown might have spurred Oromos to join rebel groups active in their region.

As long ago as 2002, late Prime Minister Meles Zenawi said Oromo students and opposition activists presented the most serious threat to his government.

So in the face of the large Oromo constituency, the OPDO realised that supporting the master plan undermined its grassroots support and influence within the EPRDF.

Political maturity

It is unclear what impact the move will have on the economy, which is one of the fastest growing in Africa.

Part of this growth is fuelled by state investment in large infrastructural projects.

Despite the impressive development, Ethiopia is ranked 173 out of the 187 nations surveyed in the last UN Human Development Index and has high poverty indexes, mainly related to the rising population.

This has put immense pressure on Ethiopia’s natural resources, including land, which has become a flashpoint.

Most of Ethiopia’s population is based in the rural areas and engaged in subsistence farming.

The state owns the land, leaving little incentive for farmers to engage in economically viable farming.

Some of the best land has also been leased to foreigners, further fuelling the tensions.

While shelving the plan would be a major retreat for the government, it is a sign of political maturity of the EPRDF, which has consistently been accused by rights groups of being heavy-handed towards dissent since coming to power in 1991.

The step, even if temporary, also removes the rug from under the feet of its numerous critics and will earn it political goodwill from Ethiopia’s international supporters, including Western donors.

Ethiopia: Civil society groups urge the international community to address killing of Oromo protesters

amnesty14 January 2016, 16:34 UTC

CIVICUS: World Alliance for Citizen Participation, the East and Horn of Africa Human Rights Defenders Project (DefendDefenders) and Amnesty International urge Ethiopia’s development and international partners to addressthe killing of at least 140 protesters in the Oromia region since December 2015.

On 12 November 2015, peaceful protests started in the Oromia Region, southwest of the capital, Addis Ababa, in response to measures taken to transfer the ownership of a community school and portions of a local forest to private investors. The protests have since expanded in scope and size against wider grievances concerning the expansion of Addis Ababa into the Oromia Region under the government’s Integrated Development Master Plan. They have also turned violent, resulting in the killing of protesters, and arrests of protesters and opposition leaders.

The government announced on 12 January that it was cancelling the Master Plan, but protests continued the next day in parts of Western Hararghe, Ambo and Wellega where the police and the military used live bullets and beat protesters.

The government’s labelling of the mostly peaceful protesters as “terrorists” on 15 December 2015 further escalated the response of the police, and the military.
Muthoni Wanyeki, Amnesty International’s Regional Director for East Africa, the Horn and the Great Lakes.

“Use of excessive and lethal force against protestors, coupled with mass arrests of peaceful demonstrators and human rights defenders represent a worrying escalation of the government’s on-going campaign to silence any form of dissent in the country,” said Mandeep Tiwana, Head of Policy and Research at CIVICUS. “The international community must take up the issue of accountability for these grave rights violations with the Ethiopian government.”

The police and the military responded with excessive force to the peaceful protests that began on 1 December 2015, including by use of live ammunition against protesters, among them children as young as 12. Estimates confirmed by international and national watchdog groups like Human Rights Watch indicate that at least 140 protesters have already been killed in the protests.

“The government’s labelling of the mostly peaceful protesters as “terrorists” on 15 December 2015 further escalated the response of the police, and the military and resulted in more violations, including killings, beatings and mass arrests of protesters, opposition party leaders and members, and journalists” says Muthoni Wanyeki, Amnesty International’s Regional Director for East Africa, the Horn and the Great Lakes.

Scores of those arrested have been denied access to lawyers and family members. They are reportedly being held under the Anti-terrorism Proclamation and remain at risk of torture and other ill-treatment.

Journalists and opposition leaders, including Bekele Gerba (Deputy Chairman, Oromo Federalist Congress), Getachew Shiferaw (Editor-in-Chief of the online newspaper Negere Ethiopia) and Fikadu Mirkana (Oromia Radio and TV), have also been arrested while documenting or participating in the protests.

The violent response to the Oromo protests represents perhaps the most severe crackdown on the right to peaceful assembly since the contested 2005 elections in which nearly 200 protestors were killed in the capital,” said Hassan Shire, Executive Director of DefendDefenders. “The international community’s worrying silence on this matter may further embolden the authorities to crank up their campaign of repression.”

Amnesty International, Human Rights Watch and other organisations have also previously documented similar patterns of excessive use of force, mass arrests, torture and other forms of ill-treatment against demonstrators, political oppositions and activists. On 28 October 2014, Amnesty International published a report entitled “Because I am Oromo”: Sweeping Repression in the Oromia Region of Ethiopia (AFR 25/006/2014).

All those being held solely for exercising their rights to freedom of expression and assembly must be immediately and unconditionally released. The Ethiopian authorities must ensure that victims of human rights violations by law enforcement officials have access to an effective remedy and obtain adequate reparation, including compensation, rehabilitation, satisfaction, and guarantees of non-repetition.

CIVICUS, the East and Horn of Africa Human Rights Defenders Project and Amnesty International appeal to Ethiopia’s development and international partners to encourage the government to:

  • immediately stop mass arrests, beatings and killing of protesters, journalists and opposition party leaders and members;
  • ensure access to family members, lawyers and review of detention by a court of law for protesters, journalists and opposition party members and leaders in detention; and
  • establish an independent inquiry into the use of excessive force during the protests. If the investigation finds that there has been excessive use of force, those responsible must be subject to criminal and disciplinary proceedings as appropriate.

Letter of the Day: Seeking justice for the Oromo people of Ethiopia

Tullu Milki, Salale ( North Shawa) Jan 8, 2016
Hawi Fantaye(The Tampa Tribune) — I was born in Ethiopia and came here nine years ago. I am 19, and I go to Hillsborough Community College. I am writing because of the situations going on in Ethiopia.

I don’t know if you are aware, but the Ethiopian government is having a war with its own people. This war has been going on for over 25 years. The ongoing discrimination against the Oromo tribe has become too much to handle. Recently, the Ethiopian government set out a “Master Plan” — expanding the capital and building meaningless buildings that will only benefit the government. Their goal is said to be to develop the country.

Although this seems like a favorable act, there are many things happening behind the scenes due to this master plan. For one thing, farmers in neighboring cities of the capital will be stripped of their land, with no compensation. Ethiopia is known for having vast land for agriculture. Many people rely on farming to support their families. When the government takes the Oromo people’s land with little to no compensation, these people have nothing left. My family is a victim of this land grab.

Recently the government took my grandmother’s land, which was about half an acre. They said they needed to build a road. They gave my grandmother $50 for all the land she lost. My grandmother used to grow crops and sell them in the market to support her grandkids. Now she is struggling and reaching out for help.

These kinds of cases have been going on for years in Ethiopia. This is my ancestors’ land, and it is sad to see it all being taken away.

The Master Plan is just a fraudulent scheme to take the Oromo people’s land. If the government really wanted to develop the country, then it would have worked on other pressing matters. For example, the water system and electricity are horrible in Ethiopia, especially in the Oromo region. There are times when people don’t get water for a whole week. And there are times when electricity is shut down for days and days. Also, there is a huge drought going on in the Oromo region. Instead of working on these issues, the government decides to just ignore the public’s concerns. This shows that the so called Master Plan is not really taking into consideration the Oromo people and what they are losing.

Recently, many university and high school students went on a peaceful protest against the Master Plan. Many students were upset and wanted to show their frustration. With the democratic state that Ethiopia claims to be, peaceful protest should be allowed; after all, we all have the right to protest. Shockingly, the Ethiopian government did not like the protest so they sent out federal soldiers to kill and arrest protesters. There have been over 131 deaths and 3,500-plus arrests in just the past month. There were many people wounded due to the government throwing bombs at its people. When these innocent protesters tried to go to the hospitals, many were denied care and left there to die.

As an Oromo, I am deeply saddened with what is going on in Ethiopia. No government should ever do such cruel acts against its own people. This is not a democracy!

The Ethiopian government is controlled by the Tigray people, who account for only 15 percent of Ethiopia’s population. The Tigray region of Ethiopia is one of the most successful — industrialized — due to the government supporting its own tribe of people. The Oromo people account for more than 50 percent of Ethiopia’s population, yet they are the most discriminated against. They are seen as being inferior.

I would like to raise awareness about what is going on in Ethiopia. I want to get some justice for my people. They have been treated wrong for many years, and it is time for them to prevail and be free.
